Senior Program Officer, Teaching and Learning

General Nature or purpose of the position:

The Senior Program Officer, Teaching and Learning (SPO) provides leadership for CTY's synchronous and asynchronous online instructional and supervisory staff. The SPO will lead the instructional strategy and vision for a cross-subject area team covering Math, Science, Computer Science, Social Science and Humanities, Language Arts, and World Languages. This position will advise the Senior Director and be responsible for the development and implementation of CTY's instructional approach aligned to national content and gifted instructional standards along with CTY's conceptual framework. This position requires someone who can think strategically, while executing on the day-to-day work to realize their strategic vision.

Managing a team of instructional supervisors and part-time instructional staff the SPO will set the standards of instruction for the implementation of CTY's curriculum. The SPO will be responsible for the ongoing professional development of the staff, implementing policies and procedures of the institution, including building systems and structures that ensure responsiveness to student needs, academic integrity, and research for continuous improvement. In collaboration with the Senior Program Officer, Curriculum Design, this role implements the curriculum while providing continuous improvement opportunities for the curriculum design team. The SPO will use ongoing data and analytics from our existing students and our instructors to develop instructional improvement recommendations as well as conceptualizing and implementing research and evaluation opportunities.

NOTE: This position is physically located at our Mt. Washington Campus (Baltimore, MD) but eligible for a hybrid work schedule- Optional remote work up to two days per week.

The Ideal Candidate

The ideal candidate for this role has spent the last 10+ years in increasing roles of responsibility in positions supervising and developing instructors in K-12 oriented education, preferably with experience in online education and supporting advanced pre-college learners. The successful candidate will have managed a team across multiple subject areas. And, the successful candidate will have experience in developing and implementing rigorous instructor / teacher evaluation systems. The SPO will have designed and executed a professional development program for staff to ensure the staff remain current in their respective subject matter, approaches to instruction, and remain current with national standards. The successful candidate will know how to address parent concerns with compassion and patience while ensuring program integrity. The candidate should have a passion for research and evaluation in order to ensure the instructional approaches being implementing successfully meet the student's learning needs.

Responsibilities:

Lead setting standards for instruction and measuring quality
  • Build a culture of excellence in teaching and learning for advanced CTY students.
  • Set measurable National Standards for Quality Online Teaching-aligned standards for quality instruction and supportive supervision.
  • Develop cross-team processes, instructor supervision, and management workflows that support these standards.
  • Implement regular formal observation and review of instructors, providing meaningful feedback to improve their support of student learning.


Lead curriculum implementation and improvement
  • Working with the Senior Program Officer, Curriculum Design, to design and develop appropriate methods to ensure that curriculum is implemented as designed.
  • Work to ensure that grading rubrics are implemented consistently across the courses and programs.
  • Develop strategies for use of synchronous meetings and tools like Microsoft Teams and Zoom within predominantly asynchronous programs as well as within synchronous offerings.
  • Ensure all issues of academic integrity are handled thoroughly and professionally with appropriate documentation and adherence to Center policies.
  • Analyze instructional approaches and help instructional teams improve their instructional implementation.
  • Develop feedback mechanisms to capture instructor and supervisor feedback on curriculum to develop recommendations for improvement where appropriate.


Lead instructor and supervisor training and professional development
  • Identify training and professional development opportunities to support excellence in both instructors and supervisors.
  • Develop and maintain onboarding and training for remote instructors to support age-appropriate instruction of advanced concepts to bright learners, approaches to pedagogy, as well as trends and developments in the field of advanced talent development overall.
  • Conduct ongoing town halls with remote staff to support their understanding and implementation of CTY's instructional approach to supporting advanced learners in synchronous and asynchronous courseware.


Lead family and school support
  • Ensure families and school partner concerns related to instruction are addressed promptly and with professionalism.
  • Work with school partners to define formal and informal progress reports to meet partner needs.
  • Ensure instructors are meeting both contractual reporting requirements with districts and are meeting parent expectations for ongoing student progress communication.


Direct research and evaluation
  • Supporting the Center's mission as a part of a research university, design and implement studies that identify evidence of quality in student learning, instructional mode of best fit for different learners, best practices in online facilitation, etc.
  • Design projects to test the validity of our curriculum and reliability of our assessments using the student's experience in the curriculum.
  • Research the tie between teaching and instruction and the student's achievement of academic goals.
  • Evaluate the effectiveness of instruction through cross-section analysis of student feedback on given courses.
  • Participate in ongoing and larger research studies of CTY, for example, the relationship between cognitive fingerprints and student achievement in courses.


Staff management
  • Develop cross-team processes and management workflows that support excellence.
  • Implement regular formal observation and review of full time staff, providing meaningful feedback to improve their efforts.
  • Develop goals with measurable rubrics for both subject departments and individual team members.
  • Build staff and approaches which support the principles of social justice, equity and inclusion.
  • Recognize and celebrate staff excellence, growth and achievement.

Minimum Requirements:
  • Master's degree required
  • At least 7 years recent direct experience within a K-12, higher education, government, non-profit, or corporate setting.
    • 5+ years of direct teaching
    • Experience supporting advanced pre-college learners

Note: Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. Without a Graduate Level degree, 9 years of experience is required.
  • Proven record of success developing and administering a program of professional development
  • Demonstrated success managing and evaluating teachers/instructors across multiple subject areas
  • Experience in online instruction
  • Strong multicultural competency; extensive experience and working knowledge in diversity, equity, and inclusion.


Preferred Requirements:
  • Doctoral degree is preferred.
  • 10+ years recent direct experience within a K-12, higher education, government, non-profit, or corporate setting.
    • Experience as a K-12 Principal, Assistant Principal, or Department Head preferred


Required Special Skills and Knowledge:
  • The successful candidate will have proven leadership skills.
  • Critical thinking and proven experience in using data analysis as a decision-making and performance measurement tool.
  • Ability to self-direct and prioritize day-to-day implementation of department goals
  • Experience designing goals /action plans with measurable outcomes for both staff and learners.
  • Experience working in both synchronous and asynchronous programs.
  • Experience in the field of K-12 academic research around curriculum efficacy and student achievement.
  • Experience in developing research questions, designing studies to address those questions, conducting studies and publishing findings.
  • Proven expertise in research or evaluation methodology, design, and analysis.
  • Excellent written and verbal communication skills; excellent attention to detail; excellent computer skills; excellent interpersonal skills.
  • Ability to work independently as well as within a team environment
  • Experience with technology-oriented programs and/or distance education.


Physical Requirements for the Job:

Ability to access and transmit information using a computer; dexterity of hands to operate a computer keyboard, mouse pad and other office machinery; ability to communicate regularly via telephone or Skype, email, and face-to-face with internal and external audiences and must be able to exchange accurate and timely information in these settings.

Supervisory Responsibility:

Supervises instructional team of 30+ full time supervisors and over 1,000 part time instructional staff across Math, Science, Computer Science, Social Science and Humanities, Language Arts, and World Languages.

Budget authority (indicate dollar amount of budget managed and type/level of authority):

Need to manage to the approved annual budget - predominantly staff time management with limited additional supplemental staff.
